Tldr yes, it's a pretty stringent category. The article names specifics: having more than 400 members, serving food, selling services to nonmembers iirc

from my reading of the law the article is inverting the logical associativity of the provision, though; it's that disqualification from "private club" status requires that they have at least 400 members *and* hold public events *and* collect significant dues from non-members etc
