In Fallout Shelter, why are sawed-off shotguns all really common while shotguns with a normal stock and barrel are super rare?

It doesn't even make sense, "sawed off" shotguns are only sawed off so they're easier to conceal.

You can make a stock out of literally anything solid, and you can easily make a barrel in a machine shop.
