OK, but you can get within about 4x of the right time by breaking the task down into pieces no larger than about a day's work, and residuating all the questions you'd have to answer in order to have the specific a plan, and going and answer all of those.

and - and this is the important part - never, ever show those estimates to anyone who will use them against you. Also, actually good planning is *painful*, it's like eating glass to admit all the uncertainty now, and prioritize it instead of putting that off until "it works".

... though also, front-loading the uncertainty - particularly the places where your whole implicit plan might just fail, which is the most painful part - gives you get a saving throw against wasting _a lot of time_.

Though, frankly, the value of all this is rarely in the time estimate; it's mostly in answering the right questions first. That's harder and harder to do in larger and larger groups. Time estimates on subtasks are just a forcing function to check your plans in detail.

Blergh. Because someone wants a neutral-faced, orderly process to send you up the creek? If you respect them a bunch, tell them they're asking for something bad and dumb (and maybe offer to show detailed progress as it's happening?). If not, just 20x a real estimate?

Or, rather, they want to pretend that the future is knowable, manageable, controllable. They want progress metrics, so they can report that things are either "on track" or that they're acting to fix it. I'm a little sympathetic, even! But pretending doesn't make it so.
