in the absence of total information control, though, propaganda does need a measure of support, so it doesn't seem impossible that the need to assert that that's what Their Idiots do and Our Geniuses would never may have inhibited the behavior somewhat

Interestingly, I can think of at least a few 80’s SF writers who speculated that the USSR would lose the Cold War but due to its efforts to inculcate its ideology in the West eventually the whole world would get Sovietized.

David Graeber's last two books basically make this argument namely that capitalism dominated by finance increasingly resembles the ussr cuz it becomes more and more about rent seeking and maintaining order over efficiency
