but isn't something a strategic deterrence only if it roughly balances the power calculus? populace armament strikes me as nigh a fart in the wind compared to the firepower of the Owners of America.

Or it's best thought of as a way to justify massive police militarization and an excuse to declare ongoing low-intensity war on the populace if they aren't killing each other fast enough.

The idea that governments go easier on their populace because the populace is heavily armed is a serious molon labe basilisk and is trading a small chance of positive outcome in the future for the certainty of carnage today.
