it's that, like punching a bag is practice for boxing, returning your attention to your breath every time it gets dragged away is practice for returning your attention to the focus you have chosen for it every time it gets dragged away, when it counts

Well, I heard people say this is true. The aim of meditation is to enhance your mind's faculties. Attention is just the very first step, and only after you stop being distracted you can actually begin the real work. Can't confirm though, I never once stopped being distracted.
