One way to think of political philosophy is as a map of policy space. Different political philosophies will let you access different parts of policy space. Liberalism is constrained in a certain way, Marxism in another, etc, and that’s how they produce differences in governance.

Liberalism’s particular ‘governance character’ - avoiding harsh punishments, but depending almost entirely on coercion (‘incentives’) - is a consequence of how liberal philosophy maps onto policy space.
