Well, okay, I was thinking more consequences than guilt, perhaps a poor choice of words. Those in power in the past acted on racist ideals, and the people now have to deal with the fallout. There's nothing metaphysical about it, it's the way things panned out.

k. probably when it's explained to people that there's nothing condemnatory about the way they're being made accountable for the misdeeds of other, dead people because those people looked kinda like them, it's just the way things went, that will calm everything down

well that's the fascinating thing here. It's not so much that white people are being made accountable, it's the systems of power which are being made accountable. It's just that for some reason most of the people at the top still look the same. very perplexing.

almost as if the systems of power are not being materially affected in any way because the only white people who can be damaged by rhetoric about their irredeemable racism are ones who are already vulnerable because those systems of power do approximately squat for them

right, so we've established that we agree on a lot of points. I still fail to see what this has to do about the statement "all white americans are to some degree racist" I mean, this doesn't sound like "irredeemable racism" to me, more like a call for some self-awareness.
