I suspect that's because of the colonial history of the european powers, the general power imbalance we still see today, and the whole origin of the term "white" as a blanket term. It's not quite as simple as you think.
almost as if the systems of power are not being materially affected in any way because the only white people who can be damaged by rhetoric about their irredeemable racism are ones who are already vulnerable because those systems of power do approximately squat for them

right, so we've established that we agree on a lot of points. I still fail to see what this has to do about the statement "all white americans are to some degree racist" I mean, this doesn't sound like "irredeemable racism" to me, more like a call for some self-awareness.
