"toxic masculinity" as a phrase seems to be more reflexive use of a specific negative to tag the Outgroup than an attempt to delineate a specific bad subgroup "we must deal with the treacherous english" "i mean hey back off non-treacherous englishmen are ok"

yeah, honestly since the first time i encountered it i felt like i knew exactly what it was talking about and that it obviously didn't describe all masculinity, but polemic use has not been kind to it
