I think they can't. I don't know that much about the specifics but whenever I see those social dynamics I assume there is inherently an underlying zero-sum economy driving the nastiness.

this is why traditional notions of desert / fault have endless heuristics and epicycles, because they're trying to minimize elasticity of suffering wrt reward for suffering (or the inverse for punishment)
