that's probably largely fair in practice, calling for anger does seem to at least suggest action is called for though, what with that being what anger is for

could be, wabbit what's the function of that, then. a person who's just angry is a nonspecific threat; you can do some things with those. divert resources by the claim you represent them and/or will placate them, divert resources to suppress or prepare to defend against them
