I am slightly confused - what’s the difference between liberal and libertarian in the American usage of these terms?

short answer: the difference is immense and vast longer answer: libertarian in the American usage implies a strong support for civil rights and individual liberties, topics which are considered of tertiary interest at best outside of that small group.

Libertarian does not sound bad, just more fiscally conservative with even more social & personal freedom tbh. Then why does SV dislike someone like Thiel? Whose views basically are pro-startups. Is it his support for Republicans?

Well, that and his personal terribleness infects any causes he supports. He's also broadly perceived as not supporting individual liberty *in general*, just for him and his interests in specific, and doesn't care about/supports restrictions on his enemies.
