it turns out that if you 1) care about QA 2) have a QA department that can't handle the throughput of your engineers, the evolutionary pressure involved is all it takes to turn agile into waterfall

My impression is being understaffed for QA is common because people who know how to do it well find it boring.

pretty sure that's a thing, yes. the way you make QA performable despite that is automated testing. fun fact? the degree to which performing manual QA testing prepares somebody for the *software development* task of creating automated testing is precisely nil
