I am under the impression that New York City residents agreed. They left for the Poconos to avoid New York’s lockdowns... and they have brought a virus with some of them.
If I now get nervous and think I will mitigate the risk by leaving, I am an idiot, it didn’t work for them.
Which begs the question: why aren't Kansans allowed to go back to work? This one size fits all solution is no bueno.

The population density of San Francisco is second only to that of New York City, roughly half, but the number of dead in SF (7) is less than 1% of the dead in NYC (in excess of 1000).
It's not just density or public transportation.

And there were a lot more people flying between US and EU and Middle East after the China blockade untilnthe outbreak in Italy and Iran.
It is a very densely populated city - housing, restaurants, sidewalks, tourist venues, transportation, even parks. Most likely, people were passing the virus asymptomatically.
