Some people are wondering why evacuees are being released after 14 days, if the virus can incubate for 24 days. I think it's a really good question that needs an answer

Didn't mention patient is contagious before symptoms present. So, no coughing or sneezing. plz explain.

Yes, at that situation before symptoms present, the virus is still strong contagious to spread just only seconds close contact.
