A solar system body such as 2I/Borisov passes closest to Earth when the deltdot column of a JPL Horizons ephemeris changes sign. That occurs on 2019-Dec-28 04:18 UT if you narrow the time increment down to minutes. JPL maintain orbits up to date and you can rely on it.pic.twitter.com/7nFr0UVG0K

The dust tail on comet 155P/Shoemaker 2019-Dec-04 10:37:19 UTC extends at least 7 arc minutes. It passed perihelion on 2019-Nov-15 at 1.802 au.
