While the sentiment is very much appreciated, isn't this more correlation than causation? Crime rates decreasing everywhere due to reduced activity.

No. Arguably other occupants of the car—or, at most, other drivers/peds who feel directly threatened—may claim victimhood. But extending it to "everyone endangered" makes a joke out of the word. People experience risk in varying amts every day; they are not constantly victims.

You might say "there are no victimless crimes" bc the rule of law/the state/society suffers a deprivation when one breaks the rules. But I think there are better ways to talk about the social interest in rule-following than lumping everyone w/ those who experience real harm.
