The problem is that the Joker used these ideas as window dressing and world-building, not as theme. The movie repeatedly and unambiguously frames Joker as The One You Should Root For™.

I think the film wants you to pity him, not root for him. When Fleck takes a turn for the worse, it's more a moment of "look what kind of monster this society has created". The movie doesnt glorify its moments of violence, they're horrific and villainous.

Problem is Joker uses those points poorly

It seems like Joker focused a lot on Arthur's grievances with those he perceives as "bullies" and while there were economic components to his victimhood, it certainly isn't the focus of the narrative or a motivator for the character.
