Something about these character layout drawings by the Warner directors I've never understood. In other studios, isn't that often the responsibility not of the director, but of the layout person?

There are no rules about how to make animation. Even at WB, each director had a different system of working. Jones preferred to have more control over character performance so he did lots of key poses/character layouts.
