Right yeah, and in GTA you're totally supposed to abide by the law 100% of the time! The game uses its wanted rating to tell you that you're playing it wrong if the cops are after you! Devs work hard on mechanics they never ever ever want players to actually use ALL THE TIME!
Harming civilians & messing around is supposed to be fun. Not every playthru of every stage is about 100% making sure you pull off the hit "perfectly." It's designed to let you enjoyably experiment and be goofy sometimes. These opportunities are there in the gamespace TO BE USED.
