What struck me when rewatching early Flash seasons was not only are police valorised, the 'criminals' (this term sucks) themselves are put in a good/evil binary that itself implied both people bent on evil doing and incapable of change. This is the justification for today's PIC.

To further hammer home the message, all these people were thrown in indefinite detention - solitary confinement (considered torture) - w/o trial because they are considered "too dangerous" for ordinary due process or rehabilitation.

I don't really ever see Shepard as being the ME equivalent of a cop. The main antagonists of each game are also not even capable of moral goodness. Reaper forces and collectors are mindless. Geth are brainwashed (and when we learn that can be reversed, we do).
