Never thought of it that way, but I think there's also a line later on that implies the carbonite was originally intended for Luke, and they used Han Solo as a test run.

To my understanding, Han was tortured to try to get Luke to act, as part of Vader's continued prodding at Luke's anger and fear to get a rise out of him and have him act impulsively. All part of the trap.

I feel like the Empire would 100% torture people just for the sake of torturing them.

This is one of the rare cases where torture in cinema is done in a way that makes sense. They never asked Han questions because getting information wasn’t the point. The point was to cause pain because Luke would sense it and come to their rescue.

I think it's usually been explained as hurting Luke's friend so he feels it in the force and comes to the rescue but I'm not sure if that's still canon.
