My experience is that it's not so hard to form new ones if you need them and definitively have none. Rather it's hard to form new ones if the connections you're used to have become so nebulous you're not sure they're still real and that gets in the way of forming new ones.

When I met my current best friend, I sorta had no one. I'd been out of contact with my previous best friend (and all other real friends) for years. It was because I'd finally accepted that those connections were broken that I was able to commit somewhat again.
