Sure, but a lot of people think that viewers of Breaking Bad were "meant" to think that Walter White was a monster. It didn't stop tons of them from admiring him and rooting for him.
I don't know that they're necessarily a 1:1 though, because much of the ickiness around dudes hero worshipping Walter White was the misogyny that came with it. If we're observing the cultural significance, I don't know that Villanelle comes with the same baggage.
I'm not saying it's 1:1 but I do think that depictions of women in media enacting brutal violence often still function to some degree to normalize violence as a core component of our culture. It's not inherently feminist, just as a female president ordering drone strikes isn't.
