Some are and some are not..... I’ve worked in both.... but I wish all the funding given to charters went to improve public schools.

My wife teaches AP Spanish at a charter school, and my twins attend the same school, Idea Public Schools. I'd beg to differ. It's very demanding for the teachers as well as for the students to excell. IMHO.
