What happened to all that Lottery money that the schools were suppose to get if we voted for a lottery? We voted. We have the lottery and schools are still broke. What’s the deal?

1) When they put in the lottery money, it became an "in lieu of" instead of "in addition to" existing funding and 2) it's a lot smaller share of the budget than you'd assume. The true "lottery winners" are the folks that get tax incentives without investing in the state.
