Is there a way to measure consciousness? As in, measure and grade the degree to which someone is conscious?

Secret services created a very advanced technological mindcontrol in 2008. There is telepathy for all senses, and possibility to copy people to metaverse. So, its possible to make very advanced IQ-test, and measure amount of knowledge among other things.

ha ha. Musk says that consciousness is special - I'm merely asking what it is, and whether it can be measured. If not, why not?
Are there different degrees of consciousness? If so, are we as conscious as it is possible to be? Are we all as conscious as each other?
Big difference is that technological mindcontrol reaches electromagnetic braincells, but not subconscious. So, conscious is more of knowledge that can be copied, and subconscious is where abilities, and especially creativity, and imagination is. This system doesnt reach there.
