Doesn’t seem possible unless testing is extremely limited or some other mistake. OTOH , good that so far not a major problem.
Many of these countries began strengthening and preparing their health systems early on when they saw the Coronavirus arriving in places like Ecuador in late February. They didn’t wait for it to arrive on their doorstep before taking measures.
