This regime took power by force on November 12. There was no trace of democracy in that process. They are now the defacto authorities and so long as Bolivia is not under war/sanctions, they cannot scapegoat their way out of responsibility for the deaths and acts of desperation.
Same story in South Asia, I'm afraid. Quarantine is only possible if you're privileged.
