      OAS was allowed to terrorize and birth a smaller coup promotion sub-cartel which meets regularly in Gatineau/Ottawa, Lima & Bogotá: Why on earth would it answer for its own coup in Bolivia when it’s never been held to account for any other crimes including those against NICARAGUA
