This is the blatant use of state resources to spread hate towards working class Venezuelans in Peru. An entire campaign to rile people up and pit Peru's problems on migrants. This extreme form of xenophobia and is akin to Trump saying all people from El Salvador are MS-13. 
Also, this kind of politics is against possible future unity of the people of Latin America. Some analysts say it looks like an orchestrated complain not only against Venezuelans but also against regionalism etc. Division favours elites, unity favours the people.
