I look at issues in Bolivia and Chile as most likely being the US consolidating it's control over lithium reserves. Elon Musk has forced them to go electric. Now that they're stuck they figure they might as well control the resources that will profit most from the situation.
Google lithium reserves and magically you'll notice Bolivia is rarely mentioned. Which is weird because Bolivia has tons of it. Articles written about lithium listed on Google and Bing recently have no mention of those reserves. Hmmmm.
