Problem was, the result announced yesterday still required more than 10% of the votes to be counted - mostly from fervently pro-Morales rural areas - and Morales was not too far away from this target to win outright in the first round./2

Either the media are ignorant of this basic reality that has marked Bolivia politics for two decades (support for Morales in rural areas) or they were deliberating trying to impose a result (need for second round) irrespective of the actual vote - or both./3

and you have to click the 'Mundo' tab at the top. They're you'll see a slightly different figure which favors Morales, as a large number of exterior votes in Argentina went to Morales.
