They prefer to build massive hotels and resorts as well as expensive condos as second homes for privileged Americans and Europeans. Screw the poor.
Americans (U.S.) will share the shit out of a "Woman Turns Buses Into Tiny Homes for the Homeless" article, while at the same time acting horrified that a socialist govt would expropriate land to build millions of subsidized/free homes for the country's working class.
