Who are those guys in the white t-shirts? Are they special guards? Why the white t-shirts? Where did the National Police come from? Are they ordered to protect Guaido with a security detail or did they arrive to respond to this situation? If so, Maduro's gov't saved him.

That is because according to February polls, Guaido's popularity rose to 80%, and Maduro's shrunk to 5%. If Maduro touches or puts Guaidó in jail, he might help him gain more popularity. The game is to stay in power and do nothing to Guaidó. Let the people lose hope again.
