Looks like it's probably screen space marching along the light direction I did this trick for cloud billboards recently to fake light scatter

i actually was wondering whether the offset was based on light direction/up/away from pivot or some kind of a mixture of diff methods based on distance..... that is really super clever though!!! i might want to mess around with this
