BTW from what I’ve tried, just dropping the Z and recalculating after doesn’t give enough precision. You can check other techniques here: https://aras-p.info/texts/CompactNormalStorage.html … from my testes my favourite is the "Spheremap Transform”
This is referring to compressing the GBuffer normals, not tangent space normal maps

That is true, but most of those work for *any* normals. Actually I use the "Spheremap Transform” with tangent space normals on decals and it works more than fine. You are right some of these algorithm rely on the fact the normals are mappable on a hemisphere instead of a sphere.
