When we vote in council elections, are we voting for the named person on ballot paper, or party they belong to?

Technically the person, but in reality for most people it is the party.

Technically Labour can't suspend the individual from taking office, only from the party then.

I liked the idea that one Aberdeen party had of voting on merit instead of forming a coalition. But guess that’s unworkable.
