    Worrisome proposed law in El Salv would make much of NGO advocacy impossible due to fear of arrest over ocmpletely arbitrary charges by the govt.

    I am shocked and saddened to hear of the death of Manuel Escalante, one of the smartest and most dedicated constitutional legal analysts of El Salvador, with whom I collaborated. What a loss.
