        It's a good question but odd for a survey. The US public conflates aid intended to help people with aid to advance foreign policy goals

        The two should be judged by different yardsticks. A third rare type aims to do both, such as by conditioning aid on political freedom

        I always thought foreign aid was used to buy policy compliance by those siphoning off funds from the aid.

        Sometimes, especially during the Cold War, or to win hearts and minds. Some other countries only use aid to help reduce poverty, eg, Ireland

        Seems (even during CW) - give aid to neut. country(NC). Those in power n NC keep some & disperse rest 2 keep others happy (consolidate). 1/2
