I.M. Bower's 1940 PhD on Lincs PNs offers the following explanation, fwiw :) "Conging Street is locally taken as being a corruption of Fr conge 'permission', in that strangers wishing to enter the town were stopped and made to pay the toll levied by the lord of the manor."
