The moment I asked that I zoomed in and saw the word "hungry" so I guess I answered my own question.
It's a 10thC Old English interlinear gloss for each line :)

Yep, the message was translated into English in the Dark Ages but doesn't seem to have reached the so-called Christians in the US government
