        In other words precisely like the Orwellian hate figure that occurs in every demagogue run administration. It allows them to blame all problems on "the other". Keeps the people under control via "patriotism" and gives a sense of the common enemy bringing people together

        Yes, it keeps the sense of their own superiority intact too. Those are dangerous ideas if they did get into power. See Trump and what he does to migrants.
