  In 1999 Kosovo, Int'l Community acted decisively to return 800K+ refugees to their homes w/in 6 months, enabling int'l protections, peaceful, demo statehood. Today, looming Rohingya humanitarian crisis is far worse, need similar int'l commitment for political settlement.
