231 “units” isn’t going to do anything to fix the ridiculous price of HOUSES that are being treated as investments and not homes.

Need policy to require homes are treated as a commodity not an investment. Also ban part time landlords who have no idea what they're doing. Renting an apartment should require minimum basic familiarity with local tenants' rights laws and landlord responsibilities.
