If there's any policy that does not help small island developing states, it's the abhorrent British rule of freezing its pension abroad.

Small island - referring to Caribbean Islands, except Jamaica & Barbados, where UK State Pensions frozen, or perhaps the Falklands, also frozen out, or UK Virgin Islands, while in US VI UK SPs are indexed. Include UK frozen state pensioners in "everyone".
