I am about 100% sure this was done by TV guide itself, from the networks, and that yeah, they probably just slammed in bullet holes on a font.
I don't have time for this and I don't know how you do, but if you browse the scanned TV Guides on the archive it becomes obvious that they basically were a newspaper as far as the networks cared, so the approaches of newspaper ad copy/graphics all apply.
