      I think you can see on the map when someone has a blue shell but hasn't thrown it? In which case you can drop back before it's launched.

      How can you tell when it was thrown? Maybe he overtook first after it had been launched?

      If you look at the list of racers on the left you can see who is holding what pickup. It flashes when fired I believe.
