According to Jocquese Blackwell, lawyer for Dion’s family, the video was recorded by a @azfamily journalist who captured the incident from ADOT’s livestream. ADOT told @JerodMacEvoy this week they don’t save ANY image files from traffic cams, except for what they post on Twitter
